T h e Politics o f Race and V o te r ID Laws in th e States: T h e Return o f Jim Crow?
Does partisan and racial co nte x t have an effect on the likelihood th a t states will adopt stringent requirements fo r voting? O u r duration analysis shows that Republican governments increase the likelihood th a t a new law requiring citizens to have a photo ID to vote will be passed. This effect is weakened by minority group size. W e then examine w h e th e r the adoption o f v o te r ID regulations affects tu rn o u t across racial groups. O u r analysis, using state-level data and the C u r re n t Population Survey (CPS) N o v em b e r Supplement File (NSF) fo r 1980 to 2010, offers little evidence
fo r th e belief th a t minority tu rn o u t is uniquely affected by v o te r ID regulations.
