Before The Natural Resource Boon: Statecivil Society Relations And Democracy In Resource Rich Societies
The article offers a cross-cultural analysis of the political and economic aspects of natural resource wealth, looking at the factors that play a role in determining whether a country with a significant petroleum or other extractive, natural resource-based industry will move toward authoritarianism or democracy. It notes that not all countries experience the political dysfunction associated with the problem of resource curse and emphasizes the role of strong, pre-existing civil society institutions as a counterweight to the power central governments garnering significant resource-based revenues can wield. Countries studied are Russia, Venezuela, Nigeria, Norway, and Botswana.
